Having spent a bit of time in both places I do have an opinion on this. I do think Puerto Rico should be independant. It saddened us to see how Puerto Rico is treated in comparison to the US States, and they have such a unique cultural identity that could really be pushed forward if they weren't in the grasps of Americanization. It felt like a proud nation with no say in how they are governed, especially since they can't vote in US elections. That is deplorable if you ask me!

Quebec is another story all together. It is part of what makes Canada, well, Canada. Without our French heritage, our country would not be what it is. It also is in a position, being somewhat in the middle of the country that could potentially cut off Eastern Canada from the rest of the country, which could be disasturous economically for them. I was actually in Montreal visiting a friend when the last referendum was voted on back in the 90's. It was so close! I think it was 51% voted not to seperate. I was actually scared.

I don't think that Quebec seperating would do them much good. They already do have an amazing culture and they have kept their language and traditions in tact. I know they are underrepresented in government, but that is also how BC feels. The big complaint in Western Canad is that the west is forgotten and all the decisions in Ottawa only affect Ontario. LOL. BC wants to seperate as well. I must say, geographically, that would make more sense. But that will never happen either.

It's an intersting observation that you have, though. But the issues that affect Puerto Rico and Quebec are surely two very different beasts.
