No, I've never seen anything like this in anywhere that we visited. The closest was one city street in San Jose, Costa Rica. But it wasn't as obvious as you talk about. Chris and I walk all over the place in every city we go and have never seen this sort of thing at all. It truly is an American problem, sadly (Canada too!!!)
